Legislation: NYS Budget helps SCRIE tenants but not much for other tenants

Senior tenants are helped by the 2014 NY State budget - but not the disabled.

The Senior Citizen Rent Increase Exemption has been expanded to tenants whose household income as of July 1, 2014 will be up to $50,000 (the older limit is $29,000).

Legislation: New DHCR Rules for Rent Regulation

Some Law Governing Rent Regulation Has Changed - for the better.

The NYS Department of Housing and Community Renewal (DHCR), which oversees rent regulation in the state, has just enacted new and better provisions to the RENT STABILIZATION CODE (RSC).

These regulations interpret the rent stabilization statutes: principally, the Rent Stabilization Law of 1969 and the Emergency Tenant Protection Act of 1974).

Legislation: Downsizing with enhanced Sec. 8 vouchers

Claiming the sequester made them do it, HPD is implementing new HUD rules requiring tenants receiving enhanced ("sticky") Section 8 vouchers - and apparently others - to move to the smallest possible apartment in their development for their family size and composition.

Many of the tenants involved are elderly and have lived in the same homes for decades. Seniors and those disabilities should check for exemptions. Click here for the new rules. Exemptions are at page 19-3.

Legislation: Rent Guidelines for 10/1/2013-9/30/2014

The Rent Guidelines Board just ordered a

  • 4% increase for a 1-year lease renewal and
  • 7.75% increase for a 2-year lease renewal,

This is the highest increases since 2008 for rent stabilized apartments.

Legislation: DHCR hearing June 10 2013 on new regulations

DHCR is holding a hearing on Monday, June 10, starting at 10 AM at 1 Bowling Green to consider several new regulations. (Trains 1,2,4). Tenants & Neighbors is holding a press conference at 9 AM in front of the building.

Regulations interpret statutes. This is the first time since 2000 - and particularly since the statutes changed in 2011 - that there has been any substantial change. Read the proposals. . These are a good beginning, but more is needed.
