Legislation: A9230 passed the Assembly Housing Committee

The Assembly's Housing Committee reported A9230 out of committee on June 15, 2010.
It has been sent to the Codes Committee, and, we hope, from there to the floor of the Assembly for a vote.

Now that A9230 has passed the Assembly's Housing Committee, we need to get it passed by the whole Assembly. Please write to Assembly Speaker Sheldon Silver to urge that he get the bill passed. Click on "read more" below for details.

Legislation: Sen. Espada has an opponent

State Senator Pedro Espada, head of the Senate's housing committee, is known for having switched to the Republican party with some pals, throwing the Senate into complete gridlock last June. (He switched back, with promises of perks, and is currently facing legal troubles.)

He now has an opponent running against him in the Democratic primary: Desiree Pilgrim-Hunter.

Legislation: Pre-74 Mitchell-Lama bill passes Assembly again

A.9854 passed the State Assembly.

This bill, if passed by the State Senate, will prevent "unique or peculiar circumstances" increases in pre-1974 buildings leaving Mitchell-Lama and going into rent stabilization.

It's a good first step, and may well help the 24 buildings with pending "U or P" applications whose landlords are trying to invalidate DHCR regulations protecting tenants on the issue. However, unlike A.9230, this bill does not protect the post-1973 buildings leaving or that have left Mitchell-Lama or Section 8 projects.

Legislation: Stewart-Cousins/Pretlow bill being amended

The Stewart-Cousins / Pretlow bill, S.3326-A / A.4359-A is being amended by its sponsors

  • to add legislative findings and

  • so that rent rollbacks in post-1973 buildings that have already left Mitchell-Lama would be as of January 1, 2007 - the same date accepted by the Assembly in the bill to repeal vacancy decontrol.

Legislation: S.3326 has Assembly counterpart: A. 4359-A

The Mitchell-Lama P.I.E. Campaign Supports S3326 / A4359-A, Rent Protections for Mitchell-Lama and Section-8.

Although the economic crisis has slowed the rate of buyouts, Mitchell-Lama housing remains at risk as long as the law permits landlords to convert buildings to market-rate.

Legislation: DHCR Proposes New ML Regulations

The state's Division of Housing & Community Renewal (DHCR) has proposed a wholesale revision of many of its regulations concerning Mitchell-Lamas.

The P.I.E. Campaign - including the Mitchell-Lama Residents Coalition, Tenants & Neighbors, the Community Service Society, the Urban Homesteading Assistance Board, and many individual tenant association representatives - will be reviewing them carefully. Legislation: S3326 - New Stewart-Cousins bill introduced

Join the P.I.E. Campaign. and help pass S3326, the newly-introduced "Andrea Stewart-Cousins" bill.

Senator Stewart-Cousins has re-introduced the bill to extend rent regulation protections to all Mitchell-Lama and Section-8 buildings that exit their program, including retroactively, and eliminate the “unique or peculiar” loophole.

The bill is co-sponsored by:
Senators Stewart-Cousins, Adams, Addabbo, Diaz, Sr., Duane, Hassell-Thompson, Huntley, Krueger, Monserrate, Onorato, Perkins, Schneiderman, Serrano, and Squadron
.

Legislation: Moratorium on Buyouts Proposed

Both the NYS State Senate and Assembly have now introduced the identical bill to invoke a moratorium on all buyouts from Mitchell-Lama until Jan. 1, 2012, without approval of the supervisory agency (DHCR or HPD).
